depends, it seems to be mandatory to have the beetle for certain areas in the new map, by breaking through walls. If they expect everyone to pay 250g just to advance the story it seems a bit steep for me. I'd consider 50g the max you can reasonably ask for something and expect everyone to get it.
The other 3 basic mounts and the upgrades for the raptor, as well as the Griffon, require Path of Fire. The roller beetle and skyscale require Path of Fire and Living World Season 4.
